Method: For each county, risk_contribution = NRI_EAL_USD × ALICE_households × SVI_percentile (0–1). Counties missing SVI (19 nationwide) use a neutral 0.5 so the chapter total isn’t zeroed out by a single missing feed. NRI EAL is tract-level in the source table and summed to the 5-digit county FIPS.
